Summary

  • vendor rpycdec under third_party/python
  • expose //third_party/python:rpycdec and //third_party/python:rpycdec_bin
  • add rules_python with a local python3 toolchain for NixOS
  • add a shell Python module for monorepo development tools

Validation

  • bazel build //third_party/python:rpycdec //third_party/python:rpycdec_bin
  • bazel run //third_party/python:rpycdec_bin -- --help
  • nix eval .#nixosConfigurations.zeus.config.modules.shell.python.enable
