alexion 5cb2de25f0 feat(xatu): scaffold Nix linter ...

Add the new Xatu Rust package and Bazel targets as the foundation for a general Nix linter. The initial command parses explicit Nix file paths and reports rnix parse diagnostics in compiler-style output.
